Option for Staff Name format

Would like to be able to set an option so that new staff can, by default, be entered as either First Name Last Name or Last Name First Name - so that if the lastname first option is the default, the Staff Name box in the new user form would display it that way.  I understand that I can change that by overwriting it, but I'd like for it to do it by itself.
