Allow State Jurisdictions to be manually updated

We have had many Jurisdictions (State Due Dates) that are not correct in Jurisdictions on the Job.  If the system allowed the staff to update the due date on the Jurisdictions that would help with any unusual due dates or changes not handled by the Jurisdiction template.

  The State Jurisdiction Due Dates can be adjusted in Categories, Etc. if they are incorrect or have changed.  Allowing staff to arbitrarily change the Due Date at the Job level will destroy the integrity of the data.  We can arrange a call to review how to make changes to the setup and then apply them to outstanding jobs.
