What's the possibility of having a PayPal/Stripe button on a E-Mailed PDF fee note generated from PE, so the client has the option of paying immediately.

That's certainly something we can do. We have a client payment portal site that links to a payment provider called QuickFee. For those clients using it we have a clickable link on the Fees. All we'd need to know is the URL to point to.
