Drop down options for state field in client details

It would be beneficial to have the state field a drop down or similar, to prevent inconsistencies in the way states are entered for clients.  Some are entering full state name, some 2 character abbreviation, and probably some other variations.  For reporting purposes, and easy standardization would be beneficial.

  There is already a system option USASTATES that can make the State field a drop down
