Additional Assign to option on Roles within job templates

Crowthers have asked if we can add an extra assign to staffing option in job templates (so as well as Job Partner/Manager etc) they would like another one called Secretary/Biller.

  Ability to assign to Pools has also been requested by Kelly Laib (ATA)
