Could the developers please look at a way to set up disbursements that are recurring (i.e. the same every month) so that the entry of these is so much easier. Truthfully, we have tried countless times to get the import feature to work effectively and once it takes more time to get that to work, we just manually enter the disbursement.
Or even the ability to copy a disbursement and then create a new disbursement from the copy (like we can in time entry and expenses).

I like the idea of coping/duplicating a prior disbursement file to setup a draft disbursement. Then the draft can be edited for any changes that need to be made prior to posting.
We also have amounts that reoccur every month but the amount of time that it takes to make sure we have the right jobcodes in the import is makes it not worth while. We have a lot of disbursements for our monthly bookkeeping practice and they have new jobs (and thus new jobcodes) every month. But the pass through disbursements take a long time to manually enter each month as well.
We have regularly recurring disbursements and we have been able to use the import function - it took us a bit to set up, but we finally got it the way we want. These recurring expenses are 99% related to our bookkeeping practice so we created a job template specific to that expense and added it to all the clients. This way the import always comes in to the 2020 Third Party Software job (we just have to change the job name once a year) we created and we don't have to hunt for the jobs. This may be something that could work for you in the interim?
