Service Roles

We would like the ability to restrict who can be added as a Service Partner, Manager, or In Charge by department (including the ability to select more than one department).  For example, I would like to be able to restrict the options available to add as a Service Partner, Manager, or In Charge for Tax Services to people who are in our Tax or ESG departments.
